Basic Steps
  • Choose or Set Aside Land
  • Work out issues related to billing LLBO Insurance
  • Decide on corporate structure (needs to be a non-profit for loan)
    • Land and Buildings Owned by Non-Profit and leased to Leech Lake
    • Entire Wellness Center set up as a separate non-profit

Phase I Plan
  • In Phase I we will build the Halfway-House (HWH).  The HWH will be built with 20 Bedrooms, 10 on the Women’s Wing, and 10 on the Men’s Wing.
  • To accommodate the immediate need for space for the Outpatient Chemical Dependency Program, they will co-occupy the HWH until the Central Council Center is completed. [As the HWH will not be filled to capacity immediately.]

Paying for the Center
  • Due to the Leech Lake Band’s financial situation, it is unable to pay for the new Wellness Center with Direct Funding.
  • The programs in the Phase I buildings are all “billable” meaning we can bill state and federal programs for services offered.  The preliminary financials indicate that the first two buildings can pay back a construction loan.  We will also be applying for whatever grant funding is available.
  • The programs in the Phase II and III Buildings are not “self-sustaining”. We will have to raise funds to complete these projects.

Time Lines
  • We hope to apply for a line of credit by August 31st, 2005.  In order to do this we will need:
    • Business Plans for each program in the buildings.
    • An ordinance allowing for a Non-Profit organization to be created under the Leech Lake Band is passed.
    • Articles and By-Laws for a Non-Profit that will hold the land and buildings of the Wellness Center; and a non-profit board are created and approved by the Tribal Council.

Time Lines (continued)
  • If Line of Credit is applied for by August 31st, we hope to have access to the funds by January, 2006 at which point we will:
    • Go Out to bid for Architects
  • April/May 2006
    • Break Ground, begin Engineering and layout work.
  • Project Completion will depend on size of buildings and what they are constructed with.  We estimate the HHW to be completed by 2006 (possibly 2007) and the Central Counseling Center to be completed by 2008.
