  4. Ensure LL Tribal Council input & sanctioning

  • Summaries of GLLATP Committee meetings and reports detailing progress (on-going)
  • Roles/responsibilities of GLLATP, Mission and Vision Statements, By-Laws
  • Working Draft of Comprehensive Feasibility Study
    • Study Introduction and Objectives
    • Project background and needs
    • Project Alternatives (best practices/new initiatives)
    • Selected Alternative
    • Financial Program
    • Opinion of Feasibility
  • PowerPoint presentation of Working Draft Comprehensive Feasibility study
  • Reports of organization structure, sustainable base funding, and stakeholder analysis
  • Implementation plan to engage stakeholders dialogue and schedule of presentations
  • Presentation of progress to the LLBO Tribal Council (on-going)
  • Press releases at appropriate project milestones (on-going)

Phase Two
March 1, 2008 to May 30, 2008

Objectives

  1. Partnering
  2. Scope of programs and services

Deliverables

  • Reports of individual/community meetings, analysis of existing and model program services, industry trends, successful initatives relevant to best practices specific to Native American youth, GLLATP input with program planning and continuum of services forecast
  • Regional meeting of regional stakeholders, legislators, and interested parties focused on collaboration, increasing and initiating chemical health insight, priorities and funding
  • Comprehensive Feasibility Study incorporating specific programs and services

Phase Three
June 1, 2008 to August 30, 2008

Objectives

  1. Site and Facility Analysis
  2. Operating and Facility Budgets
  3. Long-term Funding Plan
  4. Complete Comprehensive Feasibility Study
  5. Draft Project Plan (August 31, 2008)

Deliverables

  • Reports of site and facility analysis, operating and facility budgets, long-term funding plan
  • Comprehensive Feasibility Study incorporating site and facility updates
  • Arrange GLLATP meetings with legislators

Phase Four
September 1, 2008 to June 30, 2009

Objectives

  1. Project Plan to Legislature on or before September 30, 2008
  2. Next Steps defined by GLLATP, contract amended to include objectives & deliverables
  3. Final Status Report to State on or before June 30, 2009

Deliverables

  • Project Plan, contract amendment, review project and define necessary actions
  • Re-evaluate progress and determine Scope of Work for 2008-2009
  • Final Status Report
